Maryland Library Legislative Day Recap

On February 14, 2017, librarians and library supporters gathered in Annapolis for the Maryland Library Legislative Day. The day got off to an early and delicious start with breakfast provided by LLAM. Participants enjoyed coffee and pastries while the Legislative Panel of the Maryland Library Association (MLA) briefed attendees on current issues. LLAM’s Joan Bellistri briefed attendees on UELMA, the Uniform Electronic Legal Materials Act, and asked for their support.IMG_0790

After breakfast, participants headed to the State House for the Senate and House presentations. Kathleen Teaze (MLA President), Irene Padilla (State Librarian), Cathy Dixon (CALD President), and Jay Bansbach (MSDE School Libraries Program Specialist) presented on the floor of the Senate and the House. Librarians and library supporters viewing the presentations also received recognition.

Throughout the day, librarians and library supporters made delegation visits where they met with legislators and their staff to build support for libraries in Maryland. Maryland Library Legislative Day came to a close with an evening reception in the President’s Reception Room at the Senate Office Building.

AALL/LLAM Grant for Annual Meeting and Conference

AALL and LLAM  are offering a combined grant to cover the cost of registration and $500 towards travel expenses for the AALL Annual Meeting and Conference, July 15-18, 2017, in Austin, TX.

Selection Criteria:

The LLAM Grants Committee will evaluate an application on the following criteria:

  • Lack of financial assistance from employer and/or financial need
  • Promise of individual professional development
  • Relevance or expressed interest in Annual Meeting program or event

Priority will be given to individuals who are not previous grant recipients, who have not recently attended the AALL Annual Meeting, and who are active members of LLAM.

Responsibilities:

Grant recipient will write a 250-500 word blog post summarizing and commenting on a program or activity that was especially valuable during the conference.

Deadline for submission:  All applications must be received no later than Friday, March 24, 2017.

New Spring LLAM Program—Understanding Autism Spectrum Disorder in the Library Setting!

What to expect?

In a workshop format, Trish Kane and Neal Lichter of Pathfinders for Autism will offer attendees an understanding of Autism Spectrum Disorder (ASD). Using experiential exercises, sharing personal experiences, and presenting library-based scenarios, they will provide LLAM members with considerations and strategies for serving individuals with ASD.  In addition, considerations that encourage positive interactions with ASD co-workers will also be discussed.

Join us on February 14th!

Maryland Library Legislative Day is an opportunity for LLAM members to join with librarians and library supporters across the state to build support for Maryland libraries! This is our chance to connect with our elected delegates and senators to advocate for library issues.

Sponsored by the Maryland Library Association (MLA), this year’s Maryland Library Legislative Day will focus on two proposed bills.

  • SB137 HB 165– Maryland Uniform Electronic Legal Materials Act (UELMA) – These cross-filed bills provide for access, authentication, and preservation of specified online state legal materials that have been deemed official. UELMA takes a technology-neutral, outcomes-based approach to ensure that official online legal materials will have the same level of trustworthiness as official print publications.
  • SB 587– Education – Libraries – Reorganization of Governance Structure – This proposed bill calls for the establishment of the Maryland State Library Agency and Maryland State Library Board. The newly established Maryland State Library Agency will, among other things, assume the duties and responsibilities of the Library Development and Services, which is currently within the purview of the State Department of Education.

UELMA 2017 – Senate Judicial Proceedings Committee Hearing

uelmahearingOn Thursday, January 26, 2017, the Senate Judicial Proceedings Committee held a committee hearing on SB 137, the Maryland Uniform Legal Materials Act (UELMA). Sponsored by Senators Susan C. LeeBrian J. Feldman, and William C. Smith, Jr., SB 137 provides for access, authentication, and preservation of specified online state legal materials that have been deemed official. UELMA takes a technology-neutral, outcomes-based approach to ensure that official online legal materials will have the same level of trustworthiness as official print publications.

Thursday’s hearing at the Miller Senate Building presented the public with an opportunity to provide input on the proposed bill. Following an introduction by Senator Lee, four speakers testified in support of UELMA: Brian Lewis, on behalf of the Uniform Law Commission; Steven Anderson, on behalf of the American Association of Law Libraries; Joan Bellistri, on behalf of LLAM; and Mary Jo Lazun, on behalf of LLAM. Each speaker addressed how UELMA will ensure Marylanders’ access to the law. In addition to sharing their prepared remarks, the speakers answered questions from the committee. At the end of the hearing for SB 137, Vice Chair Delores G. Kelley complimented the panel on their preparedness.

SB 137 is cross-filed with HB 165. This week, the House Health and Government Operations Committee will hold its hearing on UELMA on Wednesday, February 1st at 3:00 p.m. We need your support! Contact your local delegates and senators to show your support for UELMA.

Please mark your calendar for Tuesday, February 14, 2017 for Maryland Library Legislative Day! Law Librarians are needed to visit their legislators to advocate for UELMA and other issues important to Maryland libraries.  What is the Civic Works’ Real Food Farm?

This year we’ll be volunteering at Civic Works’ Real Food Farm. This farm is an innovative urban farm engaged in growing fresh produce on eight acres in and around Clifton Park in northeast Baltimore.

The farm aims to:

  • Improve neighborhood access to healthy food,
  • Protect the environment and improve the watershed,
  • Develop Baltimore’s agriculture sector, and
  • Provide hands-on education opportunities for Baltimore’s youth.

Our shift may include planting, weeding, invasive species removal, hoophouse construction, compost spreading, bed preparation, fruit tree planting, and lots more. National Agricultural Library Special Collections Tour & LLAM Board Meeting

Join us on Wednesday, November 16th at 2pm for an amazing behind-the-scenes tour of the National Agricultural Library Special Collections.

Before the tour, LLAM will hold a board meeting and bagged lunch at 12:30pm and then Kirstin Nelson will give attendees a brief introduction to the NAL and her work.

The NAL Special Collections houses rare books, manuscripts, drawings, films, photographs, and posters related to the history of agriculture and the USDA. Highlights include gorgeous flora watercolors, Thomas Jefferson correspondence, and rare books from the 18th and 19th centuries.

Access to Justice gets high-tech!

Colin Starger, University of Baltimore law professor and honoree of 2014’s Fastcase 50, will talk about his Supreme Court Mapping Project.

Starger’s SCOTUS Mapping Project has created an innovative and free online tool to aid Supreme Court scholarship. This sophisticated mapping tool graphically visualizes and organizes citation networks between Supreme Court cases so that researchers can track Supreme Court precedent over time.

This project is part of the Free Law Project, which aims to provide free access to legal materials and research tools for those who can’t afford expensive databases like Lexis or Westlaw.

AALL Spectrum Article of the Year

LLAM members  Jason Hawkins and David E. Matchen, Jr. have won the American Association of Law Libraries Spectrum Article of the Year Award for their article, “Faced With Crisis: The Importance of Establishing a Comprehensive Crisis Management Plan.” The article discusses crisis management and disaster preparedness planning in libraries, and can be found here: http://epubs.aallnet.org/i/609072-aall-spectrum-november-december-2015-volume-20-number-2/20.

The AALL Spectrum Article of the Year Award honors outstanding achievement in writing an article that contributes to topics relating to librarianship, law librarianship, and practical applications for library work or to an understanding of legal materials, legal systems, legal information, or to professional and staff training and development. The winner is selected on the basis of quality of writing and effectiveness of the communication technique.

Spectrum is a bimonthly magazine distributed to all members of the American Association of Law Libraries and is one of the most recognizable magazines for information professionals.

You will be helping sort and pack donated food items for distribution to schools, churches, and social service agencies. The Maryland Food Bank relies upon warehouse volunteers like us in order to concentrate its resources on delivering food for the 1 in 8 Marylanders who are food insecure, so your contribution of labor is a meaningful one.

Cybersecurity is an ongoing and complex issue affecting institutions at the local, state and national level.

Millions of attempts to breach security occur daily to gain access to clinical, legal, financial and other systems. However, where are the fine lines being drawn between insuring data security and enabling access? The United States Department of Defense defines a denied area as “an area under enemy or unfriendly control in which friendly forces cannot expect to operate successfully within existing operational constraints and force capabilities.”  This definition — while customarily applicable to intelligence agents and soldiers/sailors/airmen working in enemy locations — perfectly embodies the experience of today’s regular Internet user as well.  Surveillance is heavy. Unfriendly forces control key aspects of the Internet. Operational constraints are severe, and the user’s capabilities are limited. The conference will be held at the University of Maryland, Baltimore (UMB) – SMC Building – Ballrooms A&B. 621 W Lombard St. Baltimore, MD 21201.  Directions and map.

WestminsterThe post conference reception will be held at Westminster Hall,  a beautiful historic building located at the intersection of Fayette and Greene Streets in downtown Baltimore.  The church, which was completed in 1852, was built more than 60 years after the Westminster Burying Grounds were established.  The Burying Grounds are the final resting place of many famous people, including Edgar Allan Poe, General Sam Smith, and General James McHenry.

Visitors may park in any University facility except for the following:

  • Lexington Street Garage
  • Plaza Garage except after 2 p.m. on weekdays and all day on weekends

  • From I-95
    • Take exit 53 for I-395/MLK Blvd (towards Downtown Baltimore) (.5 mi)
    • Merge onto I-395 (.3 mi)
    • Take the MLK Jr. Blvd exit (.4 mi)
    • Slight Left at N MLK Jr. Blvd (.7)
    • Turn Right at W. Pratt St.
      • For Penn Garage: Turn Left at first traffic light onto Penn St; entrance to the Penn Street Garage will be on the left. Guest will walk out of the garage and take a left onto Penn St.; they will then go right onto Lombard St.; the SMC Campus Center will be located about half a block east on your right hand side.
      • For Pratt Garage: Pass through one light, crossing over Penn St.; turn left for the entrance to the Pratt Street Garage. Guests may enter the SMC Campus Center from level 3 on the East side of the garage (when there is security coverage).

The center is located in downtown Baltimore, within walking distance to hotels, restaurants, and multiple transportation options that include the metro, MARC train, buses, and air travel.

Notice of vote to amend the LLAM bylaws

In 2015, our LLAM Secretary received a notice from the AALL Bylaws and Resolutions Committee that LLAM was required to amend its Bylaws to include “gender identity” in its anti-discrimination clause. The Committee also sent a list of suggested (and very helpful) edits to the Bylaws that would increase clarity and eliminate confusion. Some of the suggested changes were stylistic, and others were substantive.

Please read the proposed revision, which has been proofread by the LLAM Board and has been tentatively approved by the AALL Bylaws and Resolutions Committee. I am providing a copy of the current Bylaws so that you may compare the current language to the proposed revision. Please note the following substantive changes that appear in the draft:

• Former Article III, Section 2(B) has been eliminated because it read “All members shall receive the Corporation’s newsletter as part of their membership.” LLAM discontinued the newsletter approximately 1 -2 years ago, in favor of sharing LLAM news through its blog and the LLAM e-mail list. To be consistent, I also eliminated a reference to the newsletter in Article IV, Section 2, replacing newsletter with “website.”
• Article IV, Section 3 has been amended to establish a quorum for member meetings. (A quorum for Board meetings is four, as described in Article VII, Section 5.) I listed the quorum as ten persons. I have amended Article IV, Section 3 and 4, and Article VII, Section 5, to allow persons attending meetings remotely (for example, by conference call) to serve as part of a quorum and to vote.
• The anti-discrimination clause in Article XI has been amended to include gender identity.

Our LLAM Secretary will distribute an electronic ballot to LLAM members in one month to vote to approve the proposed revised LLAM Bylaws.

AALL Scholarship Applications Due April 1, 2016

On behalf of the American Association of Law Libraries and its Scholarships Jury, we would like to inform you of the available scholarships.

AALL offers the Marcia J. Koslov Scholarship, which provides funding for state, court, and county law librarians to attend conferences, seminars, and other live continuing education opportunities, for professional development, networking, and increased leadership roles beyond the usual law library-related conferences.

AALL also offers a Scholarship for Continuing Education Classes, available for all law librarians (not limited to state, court, and county law librarians) who wish to register for continuing education courses related to their fields.

Additionally, the George A. Strait Minority Scholarship is for degree candidates in law school or library school who belong to minority groups and who intend to have a career in law librarianship. If any of you know any students who would qualify for those scholarship opportunities, please feel free to let them know how and where to apply.

In the past, not many librarians have applied for these scholarships. AALL hopes that through publicizing them more, we will encourage more applicants.

As with all AALL scholarships, the Koslov, Strait, and Continuing Education Scholarship applications are due on April 1st. If you know colleagues who should apply, please help us spread the word. Thank you, and good luck!

Save the Date! LLAM LRI: Cybersecurity and You!

Cybersecurity is an ongoing and complex issue affecting institutions at the local, state and national level, and Maryland is at the epicenter, being the home of the National Security Administration (NSA), the U.S. Cyber Command, and home to dozens of cybersecurity firms.  Millions of attempts to breach security occur daily to gain access to clinical, legal, financial and other systems. However, where are the fine lines being drawn between insuring data security and enabling access? And what about individual rights?

The Health and Human Services Library, which is home to the National Network of Libraries of Medicine Southeastern/Atlantic Region, is partnering with the Thurgood Marshall Law Library, the Law Librarians Association of Maryland (LLAM) and the Center for Information Technology Services (CITS) at the University of Maryland Baltimore (UMB) to explore these questions through a one-day Cybersecurity Symposium. This conference will bring together public and private sector organizations working to prevent or stop cybersecurity threats to discuss the legal, regulatory, and policy framework of cybersecurity.  The conversation will cover academic, government and private entities, as well as the preventative measures that individuals should take to guard their own online presence.

The project has been funded in part with Federal funds from the National Library of Medicine, National Institutes of Health, Department of Health and Human Services, under Contract No. HHS-N-276-2011-00004-C with the University of Maryland Baltimore.  This event is also made possible by a grant from the AALL/Bloomberg BNA Continuing Education Grants Program, and from funding by the UMB Health and Human Services Library, the UMB Center for Information Technology, and Carnegie Mellon University (CMU).
