This position is part of the National Archives and Records Administration. As a Deputy for Presidential Libraries, you will serve as the Director of the Office for Presidential Libraries and you will be responsible for planning, developing, coordinating, and administering the Presidential Library system.
As a Deputy for Presidential Libraries, you will:
- Formulate basic policies, procedures, and guides for the administration and management of the Presidential library system.
- Plan for the development and establishment of proposed libraries for present and future Presidents in close coordination with the White House and other interested parties.
- Initiate contacts with colleges, universities, historical societies and other professional associations to stay aware of their needs and foster their interest in the use of Presidential libraries’ holdings as source materials.
Position: Circulation Manager
Location: Whiteford Branch, Harford County Public Library

The Circulation Manager provides management and oversight of library employees who come into direct contact with the public, ensuring high quality customer service at every opportunity. Responsible for the general operation of the Circulation department of the Level I designated branch, including supervising, scheduling, evaluating, and training circulation staff in order to ensure an exceptional customer experience. Meets minimum public service hours as defined by Library Administration.
- Ensures the efficient and effective operation of the circulation department;
- Opens and closes the branch, as assigned;
- Prepares the money reports;
- Prepares pull-list materials and sends to appropriate location;
- Performs circulation tasks as needed to include material check-in and out, repairing damaged items, registering customers for library cards, and returning books to the proper shelf location;
- Resolves internal and external customer complaints;
- Negotiates fines and fees in accordance with established policies;
- Books meeting rooms;
- Troubleshoots branch machinery and computers, as necessary;
- Prepares schedules to ensure proper staffing levels are maintained;
- Oversees and manages the branch office supplies;
- Monitors departmental budget.
- Serves as hiring manager and supervises assigned staff, as well as assigned volunteers;
- Oversees the training of staff and volunteers, as assigned;
- Administers the Performance Recognition System (PRS), the library’s performance evaluation system, in accordance with published guidelines;
- Approves annual leave and checks and tabulates timesheets for assigned staff;
- Prepares monthly reports, meeting agendas, and monthly schedules;
- Interprets and implements system-wide policies and procedures;
- Schedules and facilitates department/team meetings;
- Ensures staff receive and understand system and department communications via written or electronic format.
- Serves on committees and participates in workshops, seminars, and training as requested;
- Represents Library at various outreach activities, as needed;
- Notifies Supervisor with suggested ways to improve the efficiency and effectiveness of personnel and procedures and system-wide goals and objectives;
- Learns new skills and technologies to retain proficiency in areas of expertise;
- Is dependable and punctual;
- Maintains a positive, friendly, and cooperative attitude and provides consistent customer service;
- Upholds all library policies and procedures as defined in Harford County Public Library’s Policies and Procedures Manual;
- Performs other duties as assigned.
- Bachelor’s degree;
- Two (2) or more years of related job experience;
- One (1) year of supervisory experience;
- Ability to work day, evening, and weekends hours;
- Ability to obtain and maintain a favorable criminal background report.
Knowledge, Skills and Abilities:
- Knowledge of Circulation and/or Circulation Assistant practices and principles;
- Knowledge of customer service practices and principles;
- Extensive experience resolving customer issues with an assertive, empathetic and calm demeanor;
- Ability to operate relevant computer systems, including hardware and software and office machines;
- Ability to learn to maintain and organize library materials;
- Ability to train staff, volunteers, and others as assigned;
- Ability to prepare and maintain accurate records;
- Ability to be adaptable, flexible and patient with customers and staff;
- Previous cash handling experience;
- Strong communication skills, both verbal and written;
- Basic math and language skills.
This position reports to the Branch Manager. Directly supervises circulation staff. May supervise volunteers.
- Work requires occasional physical effort in handling of light materials, up to 30 pounds, in non-strenuous work environment. For example, set up and take down of tables, chairs or other equipment for meetings or events, pushing/pulling of library carts;
- Environment includes moderate noises (i.e. an office with conversations, photocopiers, and/or computer printers);
- Work also involves standing or walking up to 60% of the time;
- Requires sitting and use of computer and keyboard for extended periods of time;
- Observes safe work place practices with uncluttered workspace, including office equipment, avoidance of trips and falls, proper lifting techniques and following fire regulations;
- Clarity of vision at 20 inches or less;
- Precise hand-eye coordination with the ability to judge distance and space relationships;
- Ability to travel to branch/outside locations is required.
Work schedule includes day, evening and weekend hours.

Contract Librarian Position
Contract management firm seeks full-time Librarian for the NIH Patient Library, a small library with a big mission at the National Institutes of Health, Bethesda campus.
Typical Duties: The librarian will work collaboratively with the supervisory and part time
librarians, performing a variety of professional tasks including reference, program and
collection development; customer service at circulation desk, supervision of volunteers, and
other duties as assigned, some of which may be clerical in nature. The librarian is also charged with assisting patients and caregivers with computer technology needs, liaising with NIH web site management staff on library web page updates, and creatively and consistently managing the social media presence of the NIH Patient Library on Facebook and Pinterest.
Minimum Qualifications: The ideal candidate must possess a Master’s Degree in Library
Science or be close to completing the requirements for an MLS degree. A solid knowledge of
professional library principles, practices, and procedures coupled with excellent customer service, communication, and interpersonal skills is required. Attention to detail, strong public service orientation, and an optimistic, caring, and kind disposition is a must. Candidates must be comfortable and well-versed in library technology and Microsoft Office Suite. Conversational Spanish in addition to English proficiency is highly desirable.
