Position Description

The Circuit Librarian position is an executive position that is responsible for the administration of the library program and related services for the United States Court of Appeals for the Fourth Circuit. The Fourth Circuit library program serves the judges and all court personnel in the states of Maryland, North Carolina, South Carolina, Virginia, and West Virginia with headquarters in Richmond, Virginia. In addition to the Library Headquarters, there are five staffed branch libraries throughout the Circuit.

Representative Duties

Responsibilities include managing staff at multiple locations; long-range strategic planning; outreach, development, and implementation of services that meet the needs of today’s researcher; policy development and implementation; budget oversight; library automation; development and delivery of electronic tools and resources; acquisition of legal subscriptions and publications; planning and managing library space and facilities; overseeing the provision of legal research in all information formats; and training library users in all research sources.

Assistant Branch Manager
Location: Prince George’s County Memorial Library System, District Heights, MD
Salary: $55k – $65k per year, DOE. Generous benefits package. Earn additional pay for fluent (reading, writing, and speaking) Spanish, French, Chinese (Mandarin) and American Sign Language.

Examples of Duties: Oversee daily operations of the library branch including procedures, schedules, tasks, Sunday Service, computer lab, and special collections. Supervise and evaluate performance of staff in supervisory line; ensure appropriate supervision of all branch staff. Manage customer relations and resolves any escalated customer issues and conflicts. Initiate and maintain community contacts and represents the Library in the community; participates in community outreach as needed. Provide quality reference and readers’ advisory and computer assistance to customers; provide instruction on the use of library catalog and databases. Respond to staff inquiries and provides technical guidance and operational advice. Oversee services and collections of the branch (and satellite, if applicable). Maintain accurate statistics and ensures timely submission. Oversee maintenance and development of the collection. Ensure that material lists including missing items are processed. Oversee library information/circulation services desk, as needed. Act as Branch Friends’ liaison. Substitute in other branches. Maintain physical facility; responsible for security, repairs and alterations. Keep informed of professional developments in library service. Attend professional meetings, workshops and conferences and serves on committees. Perform other duties or responsibilities that are related to the position.
