The incumbent for this position:

Plans, directs, and provides oversight, review and evaluation of PTRCP staff and programs including:

Administration and extension of the nationwide network of Patent and Trademark Resource Centers (PTRCs) and patent and trademark information services provided to patrons;
Development and delivery of programs to train PTRC staff in marketing patent and trademark information tools and services;
Development and promotion of programs to effectively disseminate patent and trademark information by the PTRCs and promotion of public awareness of the PTRC Program as a unique resource to stimulate technical and economic advancement in PTRC communities; and
Development and improvement of PTRC services.

Directs overall operation of the Patent and Trademark Resource Center Program. Assigns responsibility for accomplishment of specific functions to staff. Provides guidance on effective utilization of resources.

Devises operating policies and procedures necessary to implement USPTO and agency programs, and effectively controls and coordinates PTRC services to meet customer requirements.

Coordinates functional aspects of the PTRC Program, which affect other USPTO units and intra/inter-government agency networks.

Analyzes, evaluates and prepares reports with recommendations on the results of research.

Using knowledge of specialized reference sources provides guidance to staff in using highly specific information research and reference sources including electronic databases.

Plans, directs, controls, reviews, and evaluates the work of the Branch.

In this position, you will:

Provide specialized reference services to support OPIC’s mission and programs in the areas of international business, finance, economics, industry sectors, environmental issues, foreign direct investment, foreign trade and law to OPIC staff and other patrons using OPIC’s specialized library. Research information provided by the incumbent is of an advanced nature and necessitates going beyond the normal print and electronic resources in order to provide detailed responses that may include the retrieval of facts, statistics, documents, and referrals which result in answers, bibliographies and written reports.
Conduct Character Reference Due Diligence (CRDD) research for all OPIC projects as required by OPIC Directive Chapter 34.
Search in online databases using advanced search techniques such as Boolean operators and proximity connectors, to locate relevant, targeted information for clients.
Conduct Information Center orientations and instruct managers, employees and visitors on the content, nature, and use of library resources, including how to search electronic resources.
Responsible for planning and carrying out the reference, news alert and due diligence work flow of the Information Center and resolving most of the conflicts/issues that arise within this context
