SUMMARY: Under the general guidance of the Executive Director, this position is responsible for managing the operations of the library, offering professional law library services to attorneys/staff, and coordinating and/or performing ready reference and substantive research. Additional duties include coordinating and/or conducting relevant instructional and outreach programs; participating in the development of law library policies and procedures; and performing designated law library management duties. He or she will also assist in the overall management of the firm’s law library through supervisory, administrative, and project management assignments, as well as performing other duties as assigned. Specific duties include:

Managing the operations of the library, including monitoring budgets and allocating, organizing, and disseminating legal resources.
Conducting in-depth research in a wide range of areas, including the practice-specific areas of communications, energy and trademark law, business intelligence, public records, legislative history, and news/media.
Compiling RSS feeds that monitor clients, competitors, market trends, and regulatory issues.
Providing significant technical assistance in drafting legislation; engaging in legal research and assist in developing policy recommendations.
Monitoring legislative and policy developments; identifying and assist in developing strategy to advance legislative and regulatory agendas.
Monitoring and analyzing administrative and regulatory proposals from the FCC and other Federal agencies and commissions and preparing appropriate briefing materials.
Developing and maintaining broad knowledge of media, telecommunications, and/or technology issues, with special focus on federal policy, statutory analysis, and constitutional issues, including First Amendment, Fourth Amendment, and federalism issues.
Conducting periodic reviews of new and existing electronic resources with an eye toward improved service and research efficiencies.
Performing various cataloging procedures for all types of library resources.
Performing topical research for attorney blogs, newsletters, firm websites, and other media.
Producing competitive intelligence reports for the firm’s business development efforts.

Qualifications:

MLS or equivalent advanced degree preferred
Significant legal research experience required
Minimum 5 years’ experience in library environment preferred
Demonstrated aptitude for research and analysis
Experience with a wide variety of electronic resources such as the Internet, Westlaw, and other standard law library applications.

Position: Library Technician
Location: United States Court of Appeals for the Federal Circuit Library – Washington, D.C.
Grade & Salary: CPS 23 – 24 (Pay Range: $34,940 – $62,888)

POSITION OVERVIEW: The Library Technician is responsible for providing functional and administrative assistance to the library staff and patrons of the Federal Circuit Library. The Library Technician reports to the Circuit Librarian. This position is eligible for Federal benefits and leave.

RESPONSIBILITIES: Performs collection management duties with librarian guidance including the shelving and shifting of library materials, filing updates, and shelf-reading in the main library and satellite locations. Adds and removes materials to and from the collection.

Sorts and files legislative documents (electronic and in print), legal publications, and microfiche.

Maintains, updates, and organizes Library administrative correspondence and records utilizing computer applications such as e-mail (MS Outlook), word processing (MS Word), spreadsheets (MS Excel), the library content management system (Springshare Libguides), and the integrated library system (ILS) (SirsiDynix).

Conducts online searches using national bibliographic databases (OCLC), Library of Congress online catalog, local union lists, email and telephone to arrange for interlibrary loans.

Circulates library books and periodicals. Assists with the inter-library loan process; delivers and retrieves nearby loans.

QUALIFICATIONS: The successful candidate will possess strong organization skills, the ability to follow detailed instructions and multitask, knowledge of computer operations and filing systems, strong interpersonal skills, flexibility, and the ability to work in a team environment.

Work is performed in an office setting and requires frequent walking, standing, bending, and carrying items up to 25 pounds.

PREFERRED QUALIFICATIONS: Administrative experience gained within a judicial system, library, Federal agency or the legal field.
