Serves as Reference Librarian and the primary contact to search and resolve complicated bibliographic citations using a variety of online and commercial databases. Handles reference requests by providing online searches of commercial and non-commercial resources, and internal databases, to deliver full-text articles, case summaries and opinions, abstracts, bibliographies, or bibliographic citations to OPIA attorneys. Provide circulation of materials to the staff, including overdue notices and recalls, as needed, and shelving of materials.
Organizes, plans, and schedules the work, adjusting plans and schedules as necessary, to accommodate changes in workload, priorities, etc.
Oversees OPIA requests to ensure same day turn around are being followed and timeframes are being met for completion and delivery.
Maintains records of all books that are borrowed and is responsible for overseeing the return of the materials on schedule.
S/he manages OPIA Executive Library technical services operations including collection development, acquisitions, maintaining subscriptions of print and online resources, cataloging, and processing of all library materials.
Incumbent participates in establishing program goals and priorities for the OPIA Knowledge Management Team; develops organizational policies and procedures; and plans and conducts analyses of current and future resource needs in achieving planned goals and objectives.
Monitors quality, develops plans for program improvements, and briefs management officials on program status; determines the usefulness of new technology for information services.
Designs and conducts specialized training programs and briefings; and identifies the need for, develops, and delivers training and informational presentations for OPIA attorneys.
S/he provides expert research and reference services to support the OPIA attorneys; provides in depth, highly specific information searches spanning a full range of information interchanges; provides expert technical assistance on automated approaches to research problems; and analyzes, evaluates, and prepares reports with recommendations on the results of research efforts.
Performs liaison with user groups of various databases, to which OPIA subscribes, establishes cooperative links with other libraries and information centers, and maintains contact with professional library organizations.
S/he serves as a member of advisory committees and panels in support of the Executive Library and other special projects.
Develops outreach and marketing plans and strategies in support of the overall mission of the OPIA Knowledge Management Team; develops news articles and publicity events to inform customers of available resources and services; evaluates the outreach program and determines strategies to meet anticipated needs; and develops and maintains effective contacts with library professionals and organizations in order to promote special programs
Develops, coordinates, and monitors the-on-going evolution of OLIADS/Documentum and other automation projects to maintain state-of-the-art capabilities for the knowledge management system.

Director of County Library

The Director serves as the Chief Executive Officer for the Fairfax County Public Library (FCPL) system. Subject to the policies, guidelines, and supervision of the Fairfax County Public Library Board of Trustees and under the administrative direction of the Deputy County Executive, the individual plans and directs the overall operation of the Fairfax County Public Library system, and provides results-oriented leadership to address emerging trends in a digital environment. Develops and implements the long-range strategic plans to fulfill the mission of the Library to secure success into the future and optimize support for learning within the library and the community. Additional duties include, but are not limited to:

Oversees allocation of resources and establishes controls for financial systems;

With staff, leads and manages strategic plans and changes;

Leads the implementation of appropriate technologies to enhance FCPL services;

Refines, implements, and communicates policies, processes, and procedures;

Provides fiscal oversight, including development and management of the budget; development of grant and other philanthropic funding streams; and provides vision and support for the fundraising efforts of the Friends of the Library and the Fairfax Library Foundation;

Ensures that programs, services and functions are designed and operated to deliver the best user experiences; launches initiatives to improve services and expand user base;

Markets and promotes the Library to galvanize support and involvement of the community in library services and programs;

Builds teams and coalitions between library staff, the Board of Supervisors, county agencies, Fairfax County Public School System, City of Fairfax, and other community organizations;

Ensures the Library’s resources are accessible through current technology.
